Rename health checker library in autoware_health_checker
Implemented feature
Rename library name from node_status_publisher to health_checker, and move the library directory.
This change must be merged at the same time as:

- Change the library name to a more intuitive and descriptive name.
- Cleaned up
autoware_health_heckerheader file path.
