Relocate ros/src/config/* files

Autoware 1.11 has ros/src/config/* files and we need to relocate them for 1.12. I suggest moving them to the documentation repository as autoware_default_config package.

• quick_start/sample_lidar_camera: For QuickStart tab in RuntimeManager (https://github.com/autowarefoundation/autoware/wiki/ROSBAG-Demo). documentation!1 (merged)
• rviz/*.rviz: We mainly use default.rviz, cmd.sh/subnet_chk.py seems to be used no longer. documentation!2 (merged)
• tf/tf_local.tf: We use this for pointcloud map created on the local coordinate system. documentation!3 (merged)

vehicle_info package can be merged to vehicle_desciption package.
