Define front page one-pager content

Master plan for the blocks so far is very general because I've been building the theme for both DSA Austin but also for some other politically aligned organizations in Austin (such as a non-profit hackerspace called CoLab http://www.colabcommunitymakers.org/ (their website is ... not so good as you can see).

The CoLab content changes specify the front page content structure which gives the most detailed image of what a possible page could look like, and by extension what blocks remain to be made to cover this content.

But since the priority of this repo is to focus on the Austin DSA stuff it's probably best to define that, which we will do here in this issue.
