Information-only notifications still appear as "urgent" on KDE

Issue description

Notifications for changes that require logouts and restarts make sense being urgent, however the notification that nothing is being changed and the user doesn't need to do anything still comes up as an urgent notification. On KDE this means the notification that nothing has changed e.g. "Changing to Optimus. No action required" will stay around until dismissed when in reality it should disappear after the normal notification period as an information-only notification.

Steps to reproduce

  1. In KDE use supergfxctl CLI, ROGCC GUI, or SUPERGFX plasmoid to trigger a change that would require a logout or restart.
  2. The notification for a change will appear and stay up as urgent.
  3. Reset to the previous setting.
  4. A new notification will appear telling you that you don't need to do anything. This notification will remain.

What is the current bug behavior?

The informational notification remains as an urgent notification.

What is the expected correct behavior?

The "... No action required" notification should be emitted as a low priority notification so that it appears and disappears with no user action required.
