remove merged patches

Hello! Not sure if this branch is tracking 5.17.0 or the latest 5.17.x, but in 602cc0c9618a819ab00ea3c9400742a0ca318380 (which I believe is included in 5.17.2), the mt7921e probe failure patch was merged, so it should be removed at some point. 5.17.1 still needs it though...

Edit: I added a new commit to remove the cpufreq cppc patch since that's included in 5.17.3, again though, not sure if you're tracking the latest 5.17.x on this branch or 5.17.0, so lmk if I should be keeping track of this somewhere else.
