[feature] combat Phases

I play in a game using the 2e rules and Combat and Tactics and we are looking for a way to have phases. Very Fast, Fast, Average, Slow, Very Slow.

I use the ARS game system, and have made some tweaks to the current version that helps with compatibility and v12. looked at branching to try and upload things, but I'm not familiar enough with things yet. Haven't used much with git, nor .scss before either, so I put my CSS changes into the .css file for now... Things like making the HP ring size change based on damage level, (thin for full HP, FAT for low) and matching colors to other ARS UI HP indications. (would be nice to have color selection in the settings)
