Window title sometimes SDL_APP

From Discord:

delinquent: @Z-Man so I noticed something weird. Under Windows, tron usually calls its window SDL_APP - however, when I occasionally open multiple instances of it, some of the windows have the proper Armagetron Advanced title. Maybe a race condition somewhere? It's largely aesthetic, but I thought it interesting.

Z-Man: @delinquent We're not using threads there, so I don't know what kind of race condition it may be... is this 0.4 or 0.2.9?

delinquent: It occurs across all of the 0.2 branches I tested last night, except the steam client. I haven't checked 0.4 yet. I was thinking more along the lines of a race condition between a hardware condition being met, and a value being set. Probably not, though. It doesn't seem to happen uder Linux, but I can only test on Fedora atm.
