bark: Implement exit when round forfeit exchange fails

When the server refuses to provide us with our VTXO unlock preimage after we sign our forfeit transactions, we should perform a unilateral exit, which will result in either our original VTXO coming on-chain or the server publishing our forfeit tx, which reveals the preimage that unlocks our new VTXOs.
