Configurable concurrency

In /etc/gitlab-runner/config.toml, I see concurrent = 1. I hoped I could add an env var for register, but it looks like that isn't supported

It would be nice if gitlab-runner.nix had an option to set this and it would handle modifying the toml file accordingly.

For now I'll try writing my own hack that modifies the config file out-of-band.
