Update french translation for v31
HI,
Here it is the update french translation for Arc Menu and next v31 release. Translation is complete but 'Arc Menu Settings' title of app in Favorite menu doesn't apply. My fr.po file seems ok. I don't know why this last string remains in English. That's the last thing not translated. I've of course updated (two times to be sure) po file with .pot one (I'm using poedit) and restart Arc Menu to be sure all things applied.
