FIPS conflict with Redhat 8

Mike Black mentioned he was getting an unexpected error trying to run importmaps on RHEL8. Earlier this year I had gotten an unexpected error when I first tried to run ActiveMQ on RHEL8 and tracked it down to a problem trying to decrypt some passwords.
The first workaround that someone else had discovered was to use an older version of Java, I think it was openjdk-8u302-b08. Knowing we'd want to run with newer versions of Java we discovered that we could disable FIPS and use the latest version of Java 8. I then figured how to configure the broker to use a newer encryption algorithm replacing the original PBEWithMD5AndDES with PBEWITHHMACSHA256ANDAES_256 which is what I am using now with FIPS enabled.
Perhaps you can do something similar with your code
BTW, here is the command you can use to see if FIPS is enabled or not:
$ fips-mode-setup
Check, enable, or disable the system FIPS mode.
usage: /usr/bin/fips-mode-setup --enable|--disable [--no-bootcfg]
usage: /usr/bin/fips-mode-setup --check
usage: /usr/bin/fips-mode-setup --is-enabled
$ fips-mode-setup --check
FIPS mode is enabled.
