URL Link in Image Properties does not correctly link PDF's

When logged into the admin, go to Page Editor and add an "Image" element.

An "Image Properties" dialog box pops up, click on "Link".

Under "URL", click "Browser Server" and upload or select a .pdf document to input into the URL.

Upon selection, the URL generated shows as "images/fileicons/pdf.png", no matter the .pdf document selected. JPG's are working as expected, inputting the correct URL from the file system, just not for .pdf extensions.

Under Site Config, pdf's are allowed on our site under the "File Upload Settings" under "Uploads/Images". We are running version 3.5.5.
