Allow /usr/local/lib/python3/dist-packages in abstractions/python

segfault requested to merge segfault3/apparmor:add-path-to-abstractions-python into master

In Tails we want to put Python packages in the path /usr/local/lib/python3/dist-packages. This patch allows reading this directory.
