Cache system and API manager

AMARDEEP KUMAR requested to merge ad_6398/social-street-smart:cache_system into master
  1. Designed Cache System for Fcebook Twitter and news on website, with help of Postgres, SQL-alchemy, and flask_script.
  2. API and DB manager is added.
  3. this PR also contain Migrations system for whole DB and API used in previous MRs.
