Create a basic Docker image

Create a basic image that covers the steps in the Quickstart in the Antora README. This should be a "no frills" image that we can later enhance. Let's just get basic structure in place. This issue depends the outcome of #1 (closed).

The image should pass the BUILD_ONLY=true environment variable when installing the site-generator-default so avoid the need for any symlinks.
