Add support for static files in UI bundle that begin with a dot
Using a file that begins with a dot as a static UI file is a valid use case. Two notable examples are .htaccess and .nojekyll. However, the UI loader is currently not allowing these files to be sourced from the UI bundle. It only works if they are taken from the supplemental UI.
When the UI bundle URL points to a local directory, the dot files are missed by the scanner. When the UI bundle URL points to a zip file, the dot files are read, but later dropped when the files are classified. Either way, they don't get registered in the UI catalog and thus do not get published.
The only dot files that should be accepted and published are those identified as static files in the UI descriptor (ui.yml). All other dot files should be ignored (since there's no reason to have dot files that aren't published).
