Make CI fail on invalid local links

Problem: there are some broken links in Markdown documentation, few
local links and many external ones.

Solution: for now, fix the local links.

Problem: currently we use an old version of xrefcheck, and the recent
one contains some necessary fixes.

Solution: use the recent 2.0 version.

Also add xrefcheck config generated with
`xrefcheck dump-config -t GitLab`
and slightly modified, since we want to specify this repository to
be GitLab repository and maybe add some other rules later.

Problem: there exist project-local links that point to nowhere, while we
can easily reliably check them.

Solution: split links checking job in CI into local links
check (mandatory) and external links check (optional).
