Hard Fork to Block Version 4

This Hardfork fixes a mistake on my part that acidentally had us hashing RandomX.

This Update enforces a new minor Version (0.2.0.0) and brings us back to Hashing CN-Adaptive.

We will retian the difficulty algo change to LWMA-3.

Common Devices like Raspberry Pi 3+ and Samsung Galaxy S10(Using UserLAnd)
do not have AES-NI Capable chips.  Will now build with NO AES by default.
