phpBB Style Logo not showing

I've run across an issue where the logo that can be seen by the public and the superuser cannot be seen by the members when logged in. The file permissions on the logo is set as the same as all the other style files 644. I'm not understanding why this logo isn't showing for logged in members other than the admin (superuser).
