Cannot launch Back 4 Blood without the whole pc softlocking

Back 4 Blood, regardless of gamemode, nvidia driver version, dx11 or 12. WILL crash when attempting to boot. Ive noticed that this game reacts very severely to different schedulers. Task type, for example, elicits much more stuttering when dynamic loading assets as opposed to pds, cfs or bore.

I will provide the info needed on request as im new to make reports like this.
