Schedutil doesn't work properly with BMQ/PDS
Schedutil cpufreq governor has problems with alternative schedulers (MuQSS, PDS, BMQ). It always "overreacts" (keeps CPU at highest frequencies).
With CFS it eventually calms down and in some cases even shows better battery life. But with alt. schedulers we have to stick with "ondemand". IMO nowadays "ondemand" is still a better option but upstream may eventually drop other cpufreq schedulers in favor of "schedutil"
yes, we're still stuck with legacy, and we're still working on performance parity in some cases, but I really hope to get rid of all other cpufreq governors eventually.
Even today "schedutil" is a pretty big deal since on kernel 5.8 intel_pstate defaults to passive mode (and default to schedutil there) on CPUs without HWP, kernel 5.9 will allow intel_pstate=passive on CPUs with HWP
