Handle languages not in ISO_639-2

Is there a way to manually add languages that aren't in ISO_639-2, but are in ISO_639-3?

I've started a discussion here: https://github.com/symfony/symfony/discussions/60108, but I don't think it's going to be possible to add it in Symfony, but maybe there is here.
