      Removed ratelimit modification, it messes with praw internals which
      don't seem to exist anymore, and PRAW dynamically rate limits anyway as
      of version 4, so such handling on our end should be obsolete. This fixes
      errors related to the Reddit fixture, hopefully showing us where API
      breakage occurs from PRAW3 to PRAW6

      Add praw.helpers.normalize_url to content.py · e2d85127

      This function was removed with the praw.helpers file in praw commit
      298a4fa. The commit message says to use the "prawhelpers" package
      instead, but this package doesn't seem to exist anywhere, and the
      normalize_url function doesn't seem to exist in the current version of
      praw. Add this function as a static method of class
      RequestHeaderRateLimiter as this is the only use of this method in TUIR.

      The list has had several changes - modifications relevant to the switch
      between GitHub and Gitlab, and commit tagging information is now noted.
      
      Importantly, the "Packaging Guide" was removed because it didn't add
      anything to the document that wasn't already in the checklist, and the
      "PyPI Credentials" section was removed because storing credentials in
      plaintext is a bad idea so following it makes little sense.
