Add cron job to ensure Let's Encrypt certificates don't expire

Certificates normally get updated on site verify tasks, but these don't normally run periodically. We need to set up a cron job to run site verifies on sites will HTTPS enabled.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
