Update to Bionic (18.04)

We started off using Ubuntu Xenial (16.04) due to legacy constraints with a client. However, we're likely to be updating to Bionic soon.

I just renamed the bionic branch to 8-update-to-bionic so it would show up here (as per https://gitlab.com/gitlab-org/gitlab-ce/issues/22110). Please update your local repos.

I ran into some strange errors when testing regular and subdirectory sites earlier, but I increased the RAM from 1GB to 4GB in the Vagrantfile. Could it be possible that the default is too low? Maybe we should change it to at least 2GB? 4GB is required for installing Packagist platforms.

I'm all for merging this branch now; we ca fix other issues later as things seem to work generally.

Actually, I'm going to shrink the RAM and see if I can reproduce the issues so we can determine the minimum amount.
