Update rules dependency to include cookie consent filter list

Background / User story

As a follow up of adblockinc/ext/rules#4 (closed), we should update our rules dependency to include the cookie consent filter as a recommended one in our extension.

Dependency changes

• Name: Rules
• New version: TBD
• Breaking changes: NA
• Other changes: The cookie filter list should be available as a recommended filter list

Integration changes

• Legal: N/A
• Specs: spec!424 (merged)
• Development:
  • Update dependency accordingly
  • Update mock data accordingly.

Hints for testers

The "Cookie Consent Filter List" should appear in the "Add built in filter lists" menu from the Advanced tab in the Options page.
