Update rules dependency to include cookie consent filter list

As a follow up of adblockinc/ext/rules#4, we should update our rules dependency to include the cookie consent filter as a recommended one in our extension.

Dependency changes

• Name: @adblockinc/rules
• New version: dfb055d8
• Breaking changes: NA
• Other changes: The cookie filter list should be available as a recommended filter list

  • Update dependency accordingly

Hints for testers

The "Cookie Consent Filter List" should appear in the "Add built in filter lists" menu from the Advanced tab in the Options page.
