Inform ABP users their custom filter list subscriptions are no longer active

Background
MV3 will introduce various limitations on filter lists (see more details in epic &63 (closed)), including a limit on how many static filter lists can be shipped with the extension, currently a maximum of 50
. This affects filter lists that aren't offered as built-in options. And while we will try to accommodate popular subscription lists, some are likely not gonna be supported. The users that have subscribed to those lists via the Add filter list via URL
or the subscribe dialogue options need to be informed that the filter lists are no longer active.
What to do
Identify the best approach to inform users that certain filter lists they have subscribed to are/will be no longer active, and carry out any changes (e.g. notifying users).

- Removing the ability of subscribing to 3rd party filter lists is handled in issue https://gitlab.com/adblockinc/ext/adblockplus/adblockplusui/-/issues/1194 and not part of the scope for this one;
