Drop support for outdated browser versions for Manifest v3

Background / User story

Before we can release a Manifest v3 version of Adblock Plus (see eyeo/adblockplus/abpui&7 (closed)), we need to make sure that we drop support of our Manifest v3 version for browser versions that don't fully support Manifest v3 yet.

Hints for testers

• Verify that the minimum supported browser versions for Manifest V3 align with the ones mentioned above and that remain unchanged for Manifest V2.
• Verify that the i18n strings are shown accordingly in the UI for the Manifest V3. No need to verify the content, only that they are shown.
