Problem notification not triggering on Edge

Environment

• OS version: Windows 10
• Browser version: Edge 80 (chromium based)
• Extension version: UI-release-2019-3
• Last working version: n/a, this feature has only been implemented in UI-release-2019-3

Steps to reproduce

1. install the latest 2019-3 build on 'new' (Chromium based) Edge
2. Try to trigger the problem notification, easiest way to do that is to remove all filter lists and restart the browser. Otherwise this notification also gets triggered on ABP extension update with data corruption

Observed behavior

Notification does not get triggered

Expected behavior

Problem notification should trigger and be shown in the popup UI.
