Allow premium filter lists to use snippets

Background

In #454 (closed) we upgraded to an EWE version which gives us the ability to allow filter lists to use snippets by marking them as privileged. Since the Premium cookie blocking feature and Distraction Control lists already includes snippet filters for dismissing cookie dialogs and other annoyances, we should make use of that by marking the underlying filter lists as privileged.

• Development: Update @adblockinc/rules dependency to bring in adblockinc/ext/rules#14.

Hints for testers

Snippets in both Premium filter lists should work as expected.
