Toolbar icon incorrectly shown as paused when adblocking is active

Environment

• Browser version: Chrome 108, Firefox 108, did not try other browsers
• Extension version: Reproduced on branch issue-236-ts-support (see MR: !41 (merged))
• Last working version: ?

Steps to reproduce

1. Install AB from this pipeline: LINK
2. Open options page
3. Add custom filter ||testpages.adblockplus.org/testfiles/blocking/full-path.png
4. In the 'show ads everywhere except for this domains' input add: ~adblockplus.org
5. Navigate to: https://testpages.adblockplus.org/en/filters/blocking

Observed behavior

Blocking filter is applied on the https://testpages.adblockplus.org/en/filters/blocking (as it should be), when opening the popup, it's evident that adblocking is active, but the toolbar icon is green, as though adblocking is paused.

Expected behavior

Toolbar icon should be red- adblocking is active on the site.

This is an issue with ABP, and has been fixed with 1330 (merge request).
