WiFi hotspot shuts down after seconds

It is possible to enable the WiFi hotspot, and it can be found by other devices that potentially can connect. However some background process (?in Phosh, networkmanager?) is still running looking for Visible Networks the PinePhone could connect to. After hotspot is enabled, the next time this background process runs it also disables hotspot. So effectively the hotspot remains active for at most approx 30 seconds.
