Allow for additional journalctl options in template

The template allows for syslog capture by boot id. However, it does not allow for other parameters, e.g., to capture since a date / time. This can be accomplished by passing an option such as --since="2023-08-13 14:04" in the moreopt parameter of INGESTJNLCTLCMD^%YDBSYSLOG.
