Refuse to open global directory if it is not the current format

Opening a global directory, and quitting without making any changes updates a global directory in the format of an older YottaDB release to that of the current release. So before the GUI runs GDE to access a global directory, it should confirm that it is in the current format, and not invoke GDE on it.
