License change

The text in the LICENSE file assumes an upstream code base. This package has no upstream and all copyrights in the code are owned by YottaDB LLC. The LICENSE file warrants an appropriate update.

Additionally, the code in this package is moving from GNU Affero General Public License version 3 to the GNU Lesser General Public License version 3. Per How to Use GNU Licenses for Your Own Software, a COPYING file should have a copy of the GNU General Public License version 3 and a COPYING.LESSER file with a copy of the LGPL v3 license.
