VIEW "SETENV" and VIEW "UNSETENV" commands to set and unset environment variables in M

Environment variables can be set and unset inside M using VIEW commands. VIEW "SETENV":"envvar":value sets the environment variable named envvar
to value
and VIEW "UNSETENV":"envvar" unsets the environment variable envvar

Description
While M application code can set an environment varible if the POSIX plugin is installed and accessible, there is no way to set an environment variable otherwise (there is no way to access the POSIX plugin even if it is installed if there is not an environment variable pointing to its call-out table). This enhancement provides a way for M application code to set an environment variable.
