Delete empty or obsolete discussion pages and ensure remaining ones have
an explicit backlink on their parent blueprint.

Then I'll get the "Discussion" link (in the toolbar) removed from our website:
it's currently the main place where spam happens, and we've not been using this
functionality ourselves for ages.
