An "Overclocked map" should be a map where EXP/DROP gain can be higher than
other more dangerous maps. In theory, HH Master could be Overclocked...
...But this needs more empirical testing as the goal is balance.

In other words, if performance of an OC map falls below the other maps, then
it is a failure.
