Add support for silent punishments

Merged Ian requested to merge silent-punishments into master
  • Issue punishments with -s flag to make silent
  • Only authorised players may see silent punishments
  • Broadcasted in an admin chat-style message
  • Warns and mutes are visible to staff only, so do not support silence
