Add cpmtools to build script

What: Add cpmtools to the build script

Why: Some software, such as the F80 compiler, seem to be distributed mostly as individual files rather than as a disk image. Also I could move files into and out of virtual disks easier than running kermit over a virtual serial port or similar shenanigans.

I would include both install and upgrade scripts.

Measure of Success: cpmtools works, and everything is properly documented.
