Bump version to v0.6.3
tbot v0.6.3 adds a new dice kind, Basketball, and adds a catch-all Unknown kind variant in case new kinds are introduced by Telegram so that they won't cause a parse error.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
