Self-signed certificate: Adapt OID for server UUID extension according to Part B

With the release of SiLA 2 version 1.1, the certificate extension for the server UUID will likely change the OID (draft version was "1.3.536", which is currently implemented in sila_python). This has to be changed once SiLA 2 v1.1 is released.
