(Mouse and Keyboard) Focused item + hovered item don't have enough of a visual distinction

Expected Behavior: 1 Selected menu option at any given moment in time

Repro Steps: Go to any menu, hover over an option other than the one currently highlighted

Notes: There seems to be 2 highlighted areas in the menu, one for if something is focused, and one that keeps track of where the mouse is hovering.
