[REM-3134] Fix bug where option to send clipboard as keystrokes did not appear
Description
When no set keystrokes were saved in the Remmina preferences, the option to send clipboard as keystrokes did not appear in the tools menu.

Motivation and Context
Users should be able to send the clipboard keystrokes without any specific keystrokes saved.
How Has This Been Tested?
Removed all saved keystrokes. Send clipboard option remained.
