Remmina news dialog

Antenore Gatta (tmow) requested to merge scheduler into master

A dialog that connect to remmina, download the latest news and show to the user the latest news.

The widget will be shown only if there are news for the version the uiser has installed on his/her PC.

Please test as much as possible, I'll submit a second merge with new features later.
