Add timekeeper class
This class is responsible for handling and calculating delta time. This is currently unused but will be extremely useful once gameplay elements start to come together.
The 17.0 major release is coming on May 16, 2024! This version brings many exciting improvements to GitLab, but also removes some deprecated features.
