Internationalization on Adding Item to New Dialog

The addition of QControls to the New Dialog looks for the item "Other Files" to place "QControl" as a child in the tree. This fails in non-English versions of LabVIEW where "Other Files" is in the language of the LabVIEW version. Ensure "QControl" gets added regardless of the language version of LabVIEW.
