Second pre-release of 6.2.22. DMARC aggregate reporting, per-account
lockout, the virus-scanner failure policy, POP3 AUTH-RESP-CODE /
PIPELINING / IMPLEMENTATION, IMAP BINARY and OBJECTID (schema 6015), and
nine settings that finally have Control Panel fields.

Gated 1650/1650 on the stamped binary, 630/630 Control Panel tests, after
an adversarial review of the whole diff since pre1 that found four real
defects - three of them in code written in the previous two days.

Re-cut at 01ca818: CI's guard caught that the settings search index had
not been regenerated after two labels were reworded, so the first cut
would have shipped a Control Panel whose search showed the wording the
change existed to correct.

Upgrading from pre1 requires DBUpdater: the schema moves to 6015.
