The goal is to have some more fine-grained control in anticipation of the newly planned versioning scheme.

The python packages will get tagged with a prefix plus their name (e.g. package/toolkit/0.1.0). There is going to be an overall version (e.g. 0.4.0) to trigger the ci component catalog release.
