upgrade the build process to meet the latest - run.sh build will fail on latest release without fixes.
We need to upgrade the docker image to 20.04 LTS. This will help us pre-installing boost libraries and manual builds using run.sh build can be a lot more faster.
Our build process has changes and new dependencies. We must be pre-installing boost libraries and also change the build process. This is needed for run.sh build to work as expected
